2 Resource Management Processes

2.1 Treaty of Waitangi and Matters of Significance to Maori

2.1.1 Maori and the Environment

Over a period of many centuries Maori have developed practices to manage their environment. These practices are based upon the positive integrity and healthy existence of mauri (life force) within natural and physical resources. The correct maintenance of this mauri contributes to the ongoing life and development of that resource and to the sustainable management of resources for the benefit of future generations.

All resource uses and their effects upon tikanga Maori¹ are important to Maori. The RPS recognises this and provides guidance on the significant resource management issues of concern to iwi (i.e. as they relate to land, water, the coast etc.) in Part 3. By focusing on processes, rather than the environmental outcomes, this section sets out the framework for developing mutual relationships and good planning and decision making processes, in order to provide for the aspirations of tangata whenua within the framework of the RMA.
